This effect uses the the Liquify Filter on Photoshop/Photopea

You are to create four

regular Liquified images or,

if you choose to do the

Background Liquify option,

these images are worth two

regular Liquified images.

Only before edit and after edit images required.  No screen shots required of image open in Photoshop.

Mr. Lindroth’s Sample Images (your submission should have the same set up):

If selecting part of the photo and liquifying other parts of it, you must do two edits

If just liquifying without selecting part of the photo, then you must do four edits.

You can do a combo: one selecting edit and two just liquify

FYI: the Liquify Tool is used for manipulations like the ones we discussed earlier (see below).  We will not be requiring you to engage in this kind of editing for ethical reasons.
